A Personal Budget is money which is allocated to someone by a local authority to pay for their assessed support or care needs. Personal Budgets are similar to Individual Budgets, but they are made up solely of local authority social care funding. People can take their Personal Budget as a direct payment (choosing themselves how their care needs are met and by whom), leave councils with the responsibility to commission the services, or elect to have some combination of the two.
In relation to a child or young person aged 0-25 who has Special Educational Needs or a disability, a Personal Budget is an amount of money identified by the local authority to deliver provision set out in an Education, Health and Care Plan where the parent or young person is involved in securing that provision. The funds can be held directly by the parent or young person, or may be held and managed on their behalf by the local authority, school, college or other organisation or individual and used to commission the support specified in the Education, Health and Care Plan.
